Using Artificial Intelligence for the Automated Verification of Cadastral Survey Documents: The Example of North Rhine-Westphalia
As part of a feasibility study, using the cadastral regulations of North Rhine-Westphalia (Germany) as a case study, it was demonstrated that the application of artificial intelligence (AI)-based methods for the verification of cadastral survey documents is, in principle, technically feasible, legally permissible, and organizationally viable. A key prerequisite for successful implementation is a phased approach that minimizes technical, domain-specific, and organizational risks while enabling continuous improvements in quality. Given the currently limited machine readability of both submitted cadastral survey documents and historical cadastral records, a gradual implementation strategy appears to be both appropriate and practical. AI-based methods should therefore be regarded not as a replacement for human expertise, but as an assistive tool that supports, standardizes, and improves the efficiency of existing verification processes.
