As part of the digitization of permitting processes, the current site plan - as part of the building permit application documents - faces key challenges. How can the creation and review processes be accelerated, and how can data and information from various data sources, formats, and domains be integrated into a 3D site plan? The solution lies in developing a single, format-independent data model, which can be mapped on international standards from the BIM and GIS domains, namely IFC and CityGML. Several aspects are important for the developed data model representing the planned building and its surroundings: A key requirement is the ability to demonstrate compliance with building code and urban planning regulations. Equally necessary is the harmonization of input data from the BIM and GIS domains. Geo-referencing and the different geometry representations are of considerable importance in this context. In addition, the technical implementation for supporting the publicly appointed surveyor in checking compliance with planning and building regulations is presented using building lines, building boundaries, and setback areas as examples. This talk presents the central modeling concepts, contents, as well as the 3D-GIS and BIM representation approaches of the 3D site plan. It focuses in particular on the requirements for BIM-GIS interoperability, which enables the seamless integration of information on the planned building and its surroundings and thereby provide a basis for scaling the approach to real-world projects and integration into the collaborative processes involved in preparing and submitting 3D site plans for building application and approval procedures.
