Geobase4all is a project of the surveying authorities of the federal states—the Free Hanseatic City of Bremen, the Free and Hanseatic City of Hamburg, Lower Saxony, Saxony-Anhalt, and Schleswig-Holstein. Based on a joint memorandum of understanding, cooperation in the area of digital specialized procedures for the real estate cadastre, geotopography, and spatial referencing (AAA specialized procedures) is being examined and evaluated. The official geobasis data created in this way are an integral part of the state’s infrastructure and make a fundamental contribution to securing property rights and providing public services. As a key digital resource, they are indispensable for a connected, transparent, and modern society. The objective of this development initiative is to transition the current AAA process solution, in the medium term, to a non-monopolistic, open solution that meets contemporary technical requirements. In doing so, IT sovereignty—in the form of the states’ data and constitutional sovereignty—must be ensured.
