Approach and objective of a BIM-based site plan model

More complex building regulations, a shortage of building land, and urban densification are making the building permit application process more challenging. Additionally, the increasing shortage of qualified professionals means that these more demanding tasks can no longer be managed effectively using traditional workflows. The growing amount of information further reduces the readability of the still predominantly drawing-based two-dimensional site plan, which remains a key component of the building permit as it documents how a proposed development complies with building regulations and planning requirements within its surrounding context. At the same time, the construction industry is undergoing a fundamental transformation through the adoption of Building Information Modeling (BIM), which is establishing entirely new process and information management paradigms for planning and design. This is where the research project "3D site plan for building permit applications" came in. The project aimed to develop a BIM-compliant 3D site plan, with a particular focus on the information model, BIM-GIS interoperability, automated calculation and validation routines, and integration into the digitized building permit approval process. This introductory presentation first places the project within the broader processes and the technical framework, before presenting the conceptual approaches developed for implementing a BIM-based, three-dimensional site plan model.
